The Fairfield County Football Officials Association, Inc. (FCFOA) operates as a structured organization dedicated to promoting American football and maintaining high standards for officiating in Fairfield County and surrounding areas.

Organizational Governance
The association is governed by a Board of Directors and a set of Officers:
  • Officers: Includes the President, First Vice-President, Second Vice-President, and Secretary/Treasurer.
  • Board of Directors: Composed of the four officers, five District Directors, and the immediate Past President.
  • FCFOA Commissioner: Responsible for developing varsity assignment schedules and managing assignments through software like The Arbiter. The Commissioner is not an officer or a board member.
Key Committees
The association utilizes several committees to manage its operations:
  • Examination Committee: Recruits, trains, and administers tests to members and prospects.
  • Better Officiating Committee: Directs clinics, renders rules interpretations, and selects officials for CIAC playoff games.
  • Nomination Committee: Composed of the five District Directors; they nominate the slate of officers.
  • Audit Committee: Examines corporation accounts annually.
Membership Requirements
Membership is categorized into Active, Probationary, Retired, Honorary & Provisional:
To remain in good standing, active members must:
  • Maintain no outstanding financial obligations to the FCFOA.
  • Attend an annual football clinic.
  • Pass the NFHS Football Officials Rules and Manual examinations annually.
  • Attend at least 4 of the 6 scheduled general membership meetings.

The FCFOA is divided into five geographical districts:

  • Connecticut residents who do not reside within Fairfield County

Fees and Dues
Application, Commissioner & late fees:
  • Application Fee: $100.00, plus $25.00 for a state police background check.
  • Commissioner's Fee: Members pay an 8% fee on all earnings from Varsity, Sub-Varsity, and Youth assignments.
  • Late Fees: A $20.00 fine for dues paid after January 1st, and a $25.00 late fee for every 30 days a bill for assignment fees remains unpaid.
